Our Recruitment Process

DIAMOND OVERSEAS MANPOWER ENTERPRISES handles the tailor-fit needs of our principals by assigning a trained Marketing Specialist on a per client basis. Once the Service Agreement has been formalized with a Foreign Principal/Employer, an Operations Staff, who is selected for his/her experience in dealing with the country of deployment and technical aspects of the job, closely monitors and directly supervises the different phases of the given tasks from the initial screening of applicants up to the actual departure of the Contract Worker.

Moreover, our people keep track of all job deployments even as they coordinate entirely with the Philippine Overseas Employment Administration (POEA), Overseas Workers Welfare Administration (OWWA), Department of Labor and Employment (DOLE) and the Department of Foreign Affairs (DFA). Working as a closely-knit team, we take part in regular staff meetings and attend workshops or training programs. This means that each staff, at any given time, can assume a responsible position in the operations. These capacity-building exercises always result in truly satisfied overseas workers. Moreover, we regularly evaluate and update our manpower pool so that our clients are assured of the pre-qualifying standards agreed upon per job category.

We extend as well all the help required by the foreign principals, employers and applicants through tie-ups with reliable medical/health clinics, trade test centers, insurance agencies, and other entities involved in the industry. These tasks are ably handled by the various departments, namely: Marketing, Operations, Documentation and Information System, Administration and Finance, and Legal.

Founder and President



DIAMOND OVERSEAS MANPOWER ENTERPRISES was founded by its President who in the mid ’80s set up a modest manpower agency-called SSC Multiservices in Kuwait. Because of his dynamic and innovative approach, the start-up business was in no time exploring markets in next-door territories in the Middle East. By the end of the decade, as the demand for Filipino skilled manpower grew, he ventured into providing not only the workforce but also services like lodging, catering, transportation and payroll management.

    With a reputation for crafting strategic ways and resulting high-growth profitability for the principals, the President with the Owner et al, soon after in mid 2001 entered the Asian market with a new company, Diamond Overseas Manpower Enterprises. The move was successful both in terms of market penetration as well as worker deployment volume. It also achieved a ‘lead agency status’ in some countries, thus adding high-value partner agreements to its clientele base.

Already a recognized leader known for his success in the industry, its President at the opportune time lent his services and expertise by getting actively involved in trade associations, both domestic and international. He became passionate in his advocacy for bilateral protection of the Filipino overseas worker — a contract provision now being practiced or pursued in many workplaces — that benefited the foreign employers as well.

A hands-on decision maker, he cultivates and maintains key relationships with his executives and staff achieving increased productivity and efficient delivery of services. He equally values and treats the employers or principals with a keen eye on how they can improve profits and drive growth for their businesses, projects or institutions. All these are passed on to the next management that continuously changes as a custom of the Company every five years.

The management team is likewise manned by men and women dedicated and motivated by a strong work ethic, and experience-backed judgment in performing their responsibilities.
